Proposed changes could make things easier once it all gets sorted out, up and running? Later Scott.http://frwebgate.access.gpo.gov/cgi-bin/getdoc.cgi?dbname=2004_register&docid=fr29ap04-10.pdf

I've been known, to remove almonds, from a Hershey Almonds bar. That leaves me with a hole, for two or three replacement seeds and more often an almond bar that is broken but intact in it's original wrapper. The export statement is factual...Hershey's Almond Bar, Gift, value zilch.
Did this twice. In both cases the shipment was unmolested and made destination.

I just had a bubble from Todd Swarts arrive unopened by customs(in Australia) He wrote on the customs sticker (pumpkin growing supplies) Worked this way, thanks Todd! Nice seeds too!

Moondog I can't find any new information that states those rule changes were adopted. The April 2004 document was just a rule change proposal. Later Scott.
