Looks like today might be the first day its dry enough to till. My rye is almost knee high should I mow it first or till it in? I figure its high enough to tangle around the tines.

I would mow it and let it dry for a day or two. By doing this you will increase your organic matter content.

I made the mistake of tilling tall rye once....never again! It would wrap around the tines making a horrible mess! The tines could not even reach the ground! I had to cut the stuff off the tiller requiring over 30 minutes.
