This year I'm using a 48" fluorescent work light fixture from Canadian Tire that only cost about $18. I got the bulbs at Rona (but you can get them anywhere) for about $7 each. And, you can use it as a shop light somewhere else in the house when you're not using it to grow stuff. Then again, I am not having a very good growing season so far.
You may not need something that big. I don't really either. Last year I used a single bulb 24" grow light in a standard under the cabinet type fixture that we had lying around. I also used another one with a regular bulb in it. That seemed to work well, but it was a pain to find a way to mount them.

I use 48" fluorescent fixtures with 2 aquarium / grow lights,....The bulbs work very effectively and the total cost a few years ago was about $30 bucks.
