if you're going to write on them, the paper ones are the way to go. if you're going to be printing off labels anyway, check out ebay item # 320042948815 those are cheaper than the coin envelopes when you buy in bulk.

I buy the same ziploc baggies as Andy, I get them in bags of 100 at the dollar store. Rather than print labels though I just print the info on a piece of paper and put it in the envelope with the seeds. It's cheaper that way, and there's no chance of ending up with a label-less baggie in your seed collection.
